CREW Utah Member in Action: Julie Kilgore

Julie Kilgore is the President of Wasatch Environmental, Inc. and chairs the national task force responsible for developing revisions to the industry standard used internally for conducting environmental due diligence for commercial property transactions. 
 
After three (3) years of industry negotiations led by Julie, the new American Society for Testing and Materials (ASTM) E1527-21 Standard Practice for conducting Phase I Environmental Site Assessments was published in November 2021.  With over 250 stakeholder representatives, Julie facilitated a consensus process with input from environmental professionals, lenders, the Small Business Administration, HUD, EPA, BLM, attorneys, developers, investment advisors, oil companies, facility owners, and others dedicated to commercial real estate interests.
 
The new ASTM E1527-21 standard has been submitted to the EPA for a formal reference of compliance with All Appropriate Inquiries, the federal regulation that outlines the requirements for pre-acquisition environmental due diligence.  https://newsroom.astm.org/astm-international-revises-standard-practice-environmental-site-assessments
 
Julie has been a member of CREW Utah for twelve (12) years and is the Board’s liaison for social/special events. In five (5) years, Julie sees herself leading a company that is a trusted industry leader in dry cleaner and per- and polyfluoroalkyl substances (known as PFAS) investigations and cleanups.
